Abstract:

It is a fact that the social, economic and environmental effects of both natural and technological (human-induced) disasters interrupt development all over the world. It has also been revealed that for each TL spent before the disaster, 7 TL of savings is achieved after the disaster. For this reason, it is very important to carry out disaster risk reduction studies in a systematic way. The national risk reduction platform, which emphasized the importance of establishing the countries in the Hyogo Framework Action Plan and then the Sendai Framework, was established in our country under the name of Turkey Disaster Risk Reduction Platform, with the Council of Ministers Decision No. 2011/1320. The "Turkey Disaster Risk Reduction Platform Directive" and the "Platform Member List", prepared in accordance with Article 3 of this Decision, were approved by the Ministry of Interior in 2018. This Platform is intended to contribute to the identification of needs, monitor and evaluate practices, and offer suggestions in order to prevent disasters and emergencies at the country level, to increase the sensitivity of the society to disasters, to ensure the continuity of risk reduction studies, and to integrate risk reduction into plans, policies and programs at all levels. In the article, the platforms of other countries are examined, information about the purpose, secretariat, duties and responsibilities of the platform established in our country is given, and forward-looking suggestions are made.
