Abstract:

Human rights are defined as the common language of mankind. In this regard, human rights education can also be understood as learning this language. To protect human rights in ourselves and in others, everyone needs to get human rights education. However, some professions are especially important for the protection of human rights. A large part of these professions are also in the field of public administration. The aim of the study in the 2018-2019 educational year is to determine whether or not the human rights subject is included as a course in the bachelor's programs with the expression "public administration" in higher education institutions and how it is included. In the study, the teaching programmes of the relevant departments were studied and evaluated using the imagistic method in the framework of the quantum research method. The findings obtained in Turkey have shown that there is no sufficient lesson on human rights in the sections in which the expression "public administration" is called in higher education institutions.
