2011 yılında sınırlı bir halk hareketi şeklinde başlayan Suriye İç Savaşı, kısa sürede bölgesel ve küresel çapta ağır sonuçlar doğuran ve çok sayıda aktörü içine çeken bir gelişme olmuştur. Bu süreçte, özellikle bölge devletleri iç savaşın etkisinden kaçınamamış ve meseleye dahil olmak durumunda kalmıştır. Bu bağlamda Suriye İç Savaşı, Türkiye için de süreçte en temel dış politika konusu haline gelmiştir. Bu çalışmada, Türkiye’nin iç savaşa yönelik doğrudan müdahale öncesi dönemde izlediği dış politikasının analizi yapılacaktır. Bu analiz, güncel Türk dış politikasının değerlendirmesinin ancak doğrudan müdahale öncesi dönemde yaşanan dönüşümlerin doğru anlaşılmasıyla mümkün olabileceği ön kabulüyle yapılmaktadır. Bu nedenle, analizin kapsamlı ve bütüncül bir bakış açısıyla ele alınması için kuramsal çerçeve olarak neoklasik realizm belirlenmiştir. Bağımsız değişken olarak kabul edilen sistemik sinyallerin, yerel faktörlerin yani ara değişkenlerin vasıtasıyla dış politikaya dönüştürüldüğü önermesiyle neoklasik realizm, Türkiye’nin dış politikasındaki dönüşümleri açıklamak adına kullanılmıştır. 2015 yılına kadar Esadsız bir Suriye stratejisi yürüten Türkiye, dışsal ve içsel gelişmeler uyarınca bu yaklaşımından vazgeçmiş ve doğrudan müdahaleye evirilecek yeni stratejisini uygulamaya geçmiştir. Çalışmada, bu dönüşümün altyapısını oluşturan bağımsız ve ara değişkenler ile başta millî güvenliğe tehdit oluştuğu algısıyla izlenen dış politika olmak üzere Türk dış politikasının sürekliliklerinin bu süreçteki etki ve belirleyicilikleri tartışılmıştır.
The Syrian Civil War, which began in the form of a limited popular movement in 2011, has soon been a development that has brought serious consequences in regional and global scale and has attracted a large number of actors. In this process, especially the regional states were unable to avoid the influence of the civil war and had to be involved in the issue. In this context, the Syrian Civil War has become the most fundamental issue of foreign policy for Turkey in the process. This study will analyze the foreign policy that Turkey has followed in the period prior to direct intervention in the country’s civil war. This analysis is carried out with the pre-acceptance that the assessment of the current Turkish foreign policy can only be possible with the correct understanding of the transformations that occur in the period before the direct intervention. Therefore, neoclassical realism has been defined as a theoretical framework for the analysis to be addressed in a comprehensive and comprehensive perspective. With the proposal that the systemic signals regarded as an independent variable are converted into foreign policy through local factors, i.e. intermediate variables, the neoclassic realism has been used to explain the transformations in Turkey’s foreign policy. By 2015, Turkey, which carried out an unfounded Syrian strategy, has, in accordance with external and internal developments, abandoned this approach and implemented its new strategy to be directly interfered. In the study, independent and interim variables that make up the infrastructure of this transformation and the external policy followed by the perception that the national security is threatened in the first place, the continuity of Turkish foreign policy has been discussed on the impact and determinability in this process.
