Abstract:

Administrative taxation is a form of dividing the territory of a state into administrative sections. The classical administrative taxation of the Ottoman State is classified as state, sancak, accident, square ( Village). The regulations on these administrative units have been given speed during the Tanzimat period. After the publication of the 1864 Provincial Nomination, these administrative units were subjected to a new classification. With these regulations implemented by the state, administrative taxation units have been formed. But not only administrative arrangements; distances, geographical factors, economic-military positions have also been important in the formation of administrative units.

There have been reports between the administrative units that there are complaints from the cases mentioned above. In such circumstances, the people have made applications to the center because they do not want to interfere with both the administrative unit and the government’s affairs with the center. Our work will provide information about the circumstances that cause the administrative location changes and what directions of complaints are taken as a result of the location changes.
