Wuhan’dan Çin Halk Cumhuriyeti’nin bütün eyaletlerine ve oradan da diğer dünya ülkelerine yayılan Coronavirüs tüm dünyayı etkisi altına aldığı ve sosyal hayatı sekteye uğrattığı gibi bütün alanlarda da zorunlu bir takım değişim ve dönüşümleri beraberinde getirmiştir. Sosyal mesafenin korunma gerekliliği ve insanların yalıtım sürecine girerek evlerine kapanması kamusal alanda gerçekleştirilen birçok faaliyetin dijital platformlara taşınmasına yol açtı. Dijital platformlara yönelen faaliyet alanlarından biri de sinema sektörü için önemli organizasyonlardan biri olarak kabul edilen kısa film festivalleridir. Covid-19 virüsünün yol açtığı pandemi sürecinin sosyal hayatı tehdit etmesi yıl boyunca düzenli olarak yapılan kısa film festivallerini de etkilemiştir. Bu çalışma, Coronavirüsün etkisiyle tüm dünyaya yayılan pandemi sürecinin film festivalleri üzerindeki etkisine odaklanmaktadır. Film festivallerinin pandemi sürecinden etkilenerek şartnamelerinde değişikliğe gitmeleri, festivalleri dijital platformlara taşımaları ve film üretim sürecinin önemli bir boyutunu oluşturan teknik detayları pandeminin getirdiği zorunluluklar nedeniyle daha az önemseyerek içeriği ön plana çıkarmaları çalışmanın çıkış noktasını oluşturmaktadır. Bu bağlamda film festivallerinin özellikleri ve sinema sektöründe üstlendikleri misyon ele alındıktan sonra, festivallere ait başvuru koşulları pandemi öncesi ve sonrası festivaller şeklinde kategorize edilerek başvuru koşullarında yapılan değişiklikler içerik analizi ile tespit edilmiştir. Çalışma sonucunda elde edilen veriler değerlendirilmiş, festivallerin pandemi etkisiyle biçim ve içerik açısından ciddi bir dönüşüme uğradığı tespit edilmiştir.
Spreading from Wuhan to all the provinces of the People's Republic of China and from there to other countries of the world, Coronavirus affected the whole world and disrupted social life, while also bringing about certain necessary changes and transformations in all areas. The need to keep the social distance and the people going into the isolation in their homes led to the shift of many communications and activities in the public domain to digital platforms. One of the fields of activity directed towards digital platforms is short film festivals, which are accepted as one of the most important branches of the cinema industry. This period of pandemic threatening our social lives caused by Covid-19 virus has also seriously affected short film festivals held regularly throughout the year. This study focuses on the effect of the pandemic process that spread all over the world with the coronavirus’ impact to the film festivals. The starting point of the study is that the national and international film festivals change their specifications with the impact of the pandemic process, carrying the festivals to digital platforms and due to pandemic, paying less attention to technical details which constitutes an important dimension of the film production process, and making the content stand out. In this context, after examining the features of the film festivals and the missions they have undertaken in the cinema sector, the application conditions of the festivals were categorized as pre- and post-pandemic festivals, and the changes in the application conditions were determined by content analysis. The data obtained as a result of the study were evaluated and it was determined that the festivals underwent a serious transformation in form and content with the effect of pandemic.
