Rusya 18. yüzyıldan itibaren askeri ve siyasi alanda kendini dünya politikasında göstermeye başlamış ve özellikle Akdeniz’e inme politikası nedeniyle Osmanlı Devleti’nin ve İran’ın ortak düşmanı durumuna gelmişti. Napolyon’un Avrupa siyasetinde etkin hale gelmeye başlamasıyla Rusya ile Fransa arasında oluşan politik çatışmaların harareti günden güne artmıştı. Durum bu olunca 1807 yılında, Feth Ali Şah ve Napolyon’un girişimleriyle Rusya’ya karşı Osmanlı, İran ve Fransa arasında üçlü ittifak oluşturma çabaları başlamıştır. Ancak bu çabalara Osmanlı Devleti sıcak bakmamaktadır. Çünkü Fransa 1798’de Mısır’ı işgal etmesi sonucunda Osmanlı Devleti nezdinde güvenilirliğini kaybettirmişti. Fransa’nın Rusya ile barış yapması halinde, kurulması planlanan ittifakın Osmanlı topraklarını tehlikeye sokacağı düşünülmüştür. Ayrıca Osmanlı Devleti, kısa süre önce İran’da yönetimi ele geçirmiş olan Kaçar Hanedanı ile çeşitli sorunlar yaşamaktadır. Özellikle İran’ın Fransa ile müttefik olma olasılığı Osmanlı Devleti’ni endişelendirmiştir. Durum bu olunca Seyyid Mehmed Refi Efendi İran ile Fransa’nın arasını açması ve İran ile Osmanlı Devleti arasında süren olayları görüşmesi için Mayıs 1807’de İran elçisi olarak görevlendirilmişti. Refi Efendi’nin bu görev esnasında İran’a yolcuğu ve elçiliği dönemindeki faaliyetleri hakkında bilgi vermeye çalışacağız. Çünkü Refi Efendi’nin elçiliği sırasındaki edindiği izlenim ve bilgileri o dönem için Osmanlı Devleti’nin İran’a karşı yürüttüğü politikada yol gösterici olmuştur.
