Determining the meaning of is important because of the global importance attached to the concept of maturity by the law system. The concept of maturity is determining factor for the people who are legally able to make contracts and who are able to be responsible for torts. According to Turkish Civil Code, people who have not maturity are full incapacity and so they are under neither transactual nor tortial responsibility and also they have neither legal standing nor disposing capacity. On the other hand this concept is important for in deciding criminal capacity. Consequently, examining this concept in details and confirming legislator’s intent for arising this concept is ought for doctrine and execution. For these reasons, in this article first the concept of maturity then people who are in full capacity will be examined
