Bilgi çağının gerekliliklerinden biri olan Ar-Ge ve yenilik olgusu, özellikle son on yıldır birçok alanda etkisini göstermektedir. Günümüzde hızla değişen rekabet ortamında ayakta kalabilmek için şirketlerin ürünlerini, hizmetlerini ve üretim yöntemlerini sürekli olarak değiştirmeleri ve yenilemeleri gerekmektedir. Uluslararası iktisadi büyüme, sürdürülebilir kalkınma ve yenilikçi ürünlerin ticarileştirilmesi için Ar-Ge ve yenilik kaçınılmazdır. Yenilik süreçlerinde uygulanan politika kadar, politika sonrası ortaya çıkan çıktıların değerlendirilmesi de titizlikle yürütülmesi gereken bir aşamadır. Bu nedenle, verilerin toplanması, değerlendirilmesi ve analizi için seçilen yöntemler oldukça önemlidir. Bu konuda son zamanlarda popüler olan etki değerlendirme, uygulanan politika ile oluşan etkiler arasındaki nedensellik ilişkisini deneysel olarak tahmin etme yöntemidir. Etki değerlendirme yöntemi ile amaçlanan, uygulanan veya uygulanacak programın, hedef kitlenin ihtiyaç ve problemlerine uygun olup olmadığını; verimli ve etkin şekilde yürütülüp yürütülmediğini, öngörülen sonuç ve etkileri oluşturup oluşturmadığını; sonuç ve etkilerin program sona erdikten sonra da devam edip edemeyeceğini anlamayı ve göstermeyi sağlamaktadır. Bu çalışma da kullanılan etki analizi yöntemi ile Teknoyatırım programı kapsamında destek alıp yatırımını tamamlayan şirketlere uygulanarak, programın verimliliği ve etkinliği, ortaya çıkan sonuç ve etkilerinin gösterilmesi amaçlanmıştır.
R&D and innovation, one of the requirements of the information age, have been effective in many areas especially in the last decade. In order to survive in today's rapidly changing competitive environment, companies must constantly change and renew their products, services and production methods. R&D and innovation are inevitable for international economic growth, sustainable development and the commercialization of innovative products. As well as the policy implemented in the innovation processes, the evaluation of the outcomes need to be carried out carefully. Therefore, the methods for the collection, evaluation and analysis of data are very important. Impact assessment is a method of experimentally predicting the causal relationship between policy and impacts. The purpose of impact assessment is to understand whether the implemented program is appropriate for the needs and problems of the target audience; carried out efficiently and effectively and it produces the expected results and effects or not. In this study, the impact analysis method is used to evaluate the efficiency and effectiveness of the Techno investment program implemented in the companies.
