Bu çalışmada, çevrimiçi imza platformu olan Change.org’da 11 Şubat 2015’te Özgecan Aslan cinayeti sonrasında bireysel ve amatör bir girişim olarak başlatılan Özgecan Yasası imza kampanyası, dijital teknolojilerin savunuculuk çalışmalarına katkılarını gösteren başarılı bir dijital savunuculuk örneği olarak incelenmiştir. Kampanya, kaynağı olmayan ve profesyonel desteği bulunmadan başlatılan bir savunuculuk girişiminin, dijital teknolojinin sağlarlıklarından yararlanarak, farklı kamuların katılımıyla kitleselleşebileceğini ve hareketlilik yaratabileceğini göstermektedir. Vaka incelemesi yöntemi kullanılarak, çevrimiçi arşiv taraması, sosyal medya taraması ve kampanya başlatıcısı Gözde Salur’a iletilen sorulara alınan yazılı cevaplar ile elde edilen veriler, Hon’un (2015) dijital sosyal savunuculuk çalışmaları için geliştirdiği model referans alınarak, modelde belirlenen kategoriler ekseninde değerlendirilmiştir.
In this study, the online signature platform Change.org launched as an individual and amateur initiative after the Assassination of Özgecan Lion on February 11, 2015, the Özgecan Law signature campaign was studied as a successful example of digital defence showing the contribution of digital technologies to the defence work. The campaign shows that a non-resource and unprofessional defence initiative, taking advantage of the digital technology’s supplies, can be massed and mobilized with the participation of different public. The data obtained by using the case review method, online archive scanning, social media scanning and written answers to the questions sent to the campaign beginner Gogde Salur, with reference to the model developed by Hon (2015) for digital social defence studies, were evaluated in the axis of the categories specified in the model.
In this study, the petition campaign‚ 'Özgecan Yasası‛ which was launched as an individual and amateur initiative on Change.org following the murder of Özgecan Aslan on February 11, 2015 was examined as a successful digital advocacy case that exemplifies the contribution of digital technologies to advocacy efforts. The campaign illustrates how an advocacy initiative launched without any resources and professional support can become massive and popular with the participation of various publics and can create social mobility through the use of digital technology. Using the case study approach, the data acquired through an online archive survey and the campaign initiator Gözde Salur’s written responses to our questions are analyzed in accordance with Hon’s model (2015) developed for digital social advocacy efforts.
