Eğitim-iş uyumsuzluğu çalışanların çalıştıkları işlerin gerektirdiği eğitim seviyesine sahip olmadığı durumda ortaya çıkan bir olgudur ve farklı gelişmişlik düzeyine sahip ülkelerin işgücü piyasasında görülen ortak bir sorundur. Aşırı ve eksik eğitim şeklinde ortaya çıkan eğitim-iş uyumsuzluğu, işgücü piyasasının bazı kısımlarında daha derin bir şekilde hissedilebilmektedir. İşgücü piyasası kayıtlı ve kayıt dışı sektör olmak üzere iki kısımda incelendiğinde, kayıtlı sektöre kıyasla kayıt dışı sektörde eğitim-iş uyumsuzluğu daha fazla olabilir. Üstelik, eğitim-iş uyumsuzluğunun ücretler üzerindeki etkisi kayıtlı ve kayıt dışı sektörde farklılaşabilmektedir. Bu çalışmanın amacı kayıtlı ve kayıt dışı çalışanlar için eğitim-iş uyumsuzluğunun ücretler üzerindeki etkisini araştırmaktır. Analizler, 2018 yılı Hanehalkı İşgücü Araştırması’ndan elde edilen veriler kullanılarak EKK ve Kantil Regresyon modelleri ile gerçekleştirilmiştir. Ulaşılan sonuçlar kayıtlı ve kayıt dışı çalışanlar için hem asıl hem de aşırı, gerekli ve eksik eğitimin getirisinin farklılaştığını göstermektedir. Buna ilaveten bu eğitim değişkenlerinin getirisinin ücret dağılımı boyunca da heterojenlik sergilediği görülmektedir. Kayıtlı çalışanlarla kıyaslandığında kayıt dışı çalışanlar için asıl eğitim daha düşük bir getiri sağlamakta ve eğitim-iş uyumsuzluğu kayıt dışı çalışanları ücretler açısından daha dezavantajlı konuma sokmaktadır. Başka bir deyişle kayıt dışı çalışanlar çifte ücret cezasına maruz kalmaktadır. Bu bağlamda, politika yapıcılar Türkiye işgücü piyasasında kayıt dışılığı ve eğitim-iş uyumsuzluğunu azaltan politikalar oluşturarak, kayıt dışı çalışanların maruz kaldığı çifte ücret cezasının önüne geçebilir.

Education-work incompatibility is a phenomenon that occurs when employees do not have the level of education that the jobs they work require and is a common problem seen in the labour market of countries with different levels of development. The incompatibility between education and work, which arises in the form of excessive and lack of education, can be felt more deeply in some parts of the labour market. When the labour market is examined in two sections, the registered and the non-registered sectors, the non-registered sectors may have a greater education and employment inequality compared to the registered sector. Furthermore, the impact of education-work incompatibility on wages can vary in the registered and non-registered sectors. The aim of this study is to investigate the impact of education-work incompatibility on wages for registered and non-registered employees. The analyses were carried out using the data obtained from the 2018 Home People’s Labour Research with ECK and Cantil Regression models. The findings show that the revenue of both original and excessive, necessary and missing training for registered and non-registered employees is different. In addition, the return of these educational variables is also shown to be heterogeneous throughout the wage distribution. Compared to registered employees, the primary training provides a lower return for unregistered employees, and the training-work incompatibility puts unregistered employees in a more disadvantaged position in terms of wages. In other words, unregistered employees are subject to double wage penalties. In this context, policy makers can prevent the double wage penalty that unregistered workers are exposed to by creating policies that reduce registration exclusion and education-work incompatibility in the Turkish labour market.
Education-job mismatch is a phenomenon that occurs when employees do not have the education level required by their jobs and it is a common problem seen in the labor market of countries with different levels of development. The education-job mismatch, which occurs in the form of overeducation and undereducation, can be felt more deeply in some parts of the labor market. When the labor market is analyzed in two segments formal and informal sectors, the education-job mismatch in the informal sector may be greater than in the formal sector. Furthermore, the effect of the education-job mismatch on wages is may differ between the formal and informal sectors. The aim of this study is to investigate the effect of education-job mismatch on wages for formal and informal workers. Analyzes are performed by running OLS and Quantile Regression models with the data drawn from the 2018 Household Labor Force Survey. The results show that the returns to both the actual education and overeducation, required education, and undereducation differ for formal and informal workers. Moreover, the returns of the education variables exhibit heterogeneity along the wage distribution. Compared to formal workers, actual education provides a lower return for informal workers, and education-job mismatch puts informal workers at a more disadvantageous position in terms of wages. In this regard, policymakers can prevent the double wage penalty that informal workers are exposed to by creating policies that reduce informality and education-job mismatch in the Turkish labor market.
