Siyasetnameler, devlet yönetimi üzerine oluşturulan bilgi ve öğüt verici eserlerdir. Yazıldıkları dönemin genel özelliklerinden devletlerin yönetim düzeni, mali durumu ve sosyal yapısına kadar birçok önemli malumat içerirler. Aynı zamanda yol gösterici olan bu kaynaklar Türk devlet kültüründe büyük bir yer tutmaktadır. Osmanlı Devleti, önce çeviri faaliyetleriyle daha sonra da telif eserler ile bu geleneği devam ettirmiştir. İlim adamları, devlet görevlileri veya sultanlar, metinlerini bulundukları pozisyonun gerektirdiği bakış açısıyla oluşturmuşlardır. Çalışmanın amacı üç farklı konumdaki müellifin, bulundukları döneme ait konuları ve olayları ele alış tarzının nasıl olduğunu ortaya koymaktır. Bu doğrultuda, makalede Yavuz Sultan Selim’in oğlu Şehzade Süleyman için yazıya dökmüş olduğu siyasetnamesi, Lutfi Paşa’nın “Asafnâme” si ve Kınalızâde Ali Efendi’nin “Ahlâk-ı Alâî” adlı eseri incelenecektir.

Abstract:

Political treatises are informative and counseling works on state administration. They contain many important information from the general characteristics of the period in which they were written, to the administrative order, financial situation and social structure of the states. These resources, which are also guiding, have an important place in Turkish state culture. The Ottoman Empire continued this tradition, first with translation activities and then with copyrighted works. Scholars, statesmen or sultans created their texts with the perspective required by their position. The aim of the study is to reveal how the authors in three different positions handled the issues and events of the period they were in. Accordingly, in this article, Yavuz Sultan Selim’s political treatise written for his son, Sehzade Suleyman, Lutfi Pasha’s “Asafnâme” and Kınalızâde Ali Efendi’s work “Ahlâk-ı Alâî” will be examined.
