In this article, a memorandum that proposed the idea of establishing a gendarmerie organization for the first time will be discussed alongside the documents about the discussions on this memorandum. The memorandum and the accompanying documents, dated to a time just before the declaration of the Tanzimat, are important for providing hitherto unnoticed information on the date of the foundation of the Ottoman gendarmerie. The memorandum, penned by one of the generals of the Asakir-i Mansure army, Namık Paşa, discusses the gendarmerie organization in European countries, the benefits of establishing a similar organization in the Ottoman State, and issues regarding how and in which localities this organization must be set up. Studying the contents of the memorandum and the discussions about it at the councils that formed the administrative apparatus of the period may help address certain problems of the history of the Ottoman gendarmerie, which has not been investigated rigorously from an academic perspective, at least those pertaining to the establishment phase. Answers to questions such as the reason for the preference of the gendarmerie as a new security force in the Ottoman State, the difficulties that might arise due to the establishment of gendarmerie, and why the organization was called Zabtiye rather then Gendarmerie, will help solve these problems
