İnsan yaşamının devamı noktasında çevresel koşulların sürdürülebilmesi için mevcut gidişatın değiştirilerek tedbirlerin artırılması gerektiği fikri, çevre alanında kapsamlı politikaları benimseyen Avrupa Birliği tarafından öne çıkarılmaktadır. Bu alanda üretilen politikaları üye ülkeler eliyle uygulayan Avrupa Birliği, aday ülkeler için de müzakere ettiği başlıklar içerisinde çevre konusuna önemli oranda yer vermektedir. Aday ülkeler ile uyum noktasında her yıl Avrupa Komisyonu tarafından yayınlanan ve 35 fasıl içeren ilerleme raporları ise her bir fasıl için müzakerelerin gelişimi hususunda değerlendirmeler içermektedir. Bu çalışmada, Türkiye için her yıl yayınlanan ilerleme raporları, çevre faslı özelinde incelenmiş ve faslın müzakere edilmesinden önceki ve sonraki gelişmeler hakkında çıkarımlarda bulunulmuştur. Çevre faslının müzakere edilmeye başlamasından önce ve sonra yayınlanan ilerleme raporlarının karşılaştırılmasıyla, müzakere sürecinin bu alandaki gelişime dair etkilerini ortaya koymak, çalışmanın temel amacıdır. Çalışmada ilerleme raporlarının mukayese edilerek incelenmesi sonucunda; Türkiye’nin Avrupa Birliği’ne katılım sürecinde çevre faslının en zorlayıcı başlıklardan birisi olduğu ve faslın müzakere edilmeye başlanmasından sonra bu alandaki gelişmelerin beklentileri karşılamaktan uzak olduğu en önemli bulgular olarak öne çıkmaktadır.
The idea that measures should be increased by changing the current trend in order to sustain the environmental conditions in the continuity of human life is suggested by the European Union, which adopts comprehensive environmental policies. The European Union, which is implementing its policies with the hands of the Member States, has a significant role in the environmental issue in the topics it negotiates for the candidate countries as well. The progress reports, published annually by the European Commission at the point of coordination with the candidate countries, contain 35 phases, and include evaluations of the development of negotiations for each phase. In this study, the progress reports for Turkey published annually have been examined in the environmental phase and the findings on the developments before and after the negotiation of the phase. Comparing the progress reports published before and after the environmental phase begins to be negotiated, the main objective of the study is to reveal the effects of the negotiation process on the development in this area. As a result of the study of progress reports compared; Turkey’s accession to the European Union is one of the most challenging topics of the environmental phase and the most important findings that the development in this area is far from meeting the expectations after the phase begins to be negotiated.

In this study, progress reports for Turkey published every year have been examined in terms of environment, and inferences have been made about the previous and subsequent developments of negotiations of this chapter.The main objective of the study is toreveal the effects of the negotiation process on the development in this area by comparing the progress reports published before and after then egotiation of the chapter on environment. As a result of the comparison and examination of the progress reports in the study,it is observed that the environment chapter is one of the most compelling titles in Turkey's European Union accession process, and after then egotiations of this chapter, the developments are far from meeting the expectations in this field.
