Abstract:

The continuation of communication systems in a region during and after a disaster is one of the critical issues. The detection and repair of damage to the telecommunications infrastructure in times of disaster and other emergency is not preferred because it can lead to considerable waste of time. The loss of services may also be a situation where the aid teams in the catastrophe area may be affected. Although it is necessary to design warning systems before disasters, the continuity of communication during disasters is of great importance. This reduces the damage that can be caused by natural disasters which are especially inevitable. The technical and scientific research carried out in this direction is very important. The research includes disaster warning systems, communications networks and alternative communications systems that a disaster will not affect. In this study, a summary of disaster and emergency management practices made by various researchers in recent years is made. Technically, it explains what different systems are and how they work. With this study, the examples of literature taken under the same roof, the developments in the field of computer engineering have been transferred to a interdisciplinary platform.
