Birleşmiş Milletler Örgütü 2030 yılına kadar dünyadaki yoksulluğu tüm boyutlarıyla ortadan kaldırma, refah, huzur ve güvenli bir evren oluşturma adına ‘17 Sürdürülebilir Kalkınma Hedefi’ belirlemiştir. Türkiye de ‘Dünyayı Dönüştüren 17 Hedef’ şeklinde sloganlaştırılan BM’nin Sürdürülebilir Kalkınma Hedefleri’ni gerçekleştirmeye çalışan ülkelerin başında gelmektedir. Yoksulluğu sona erdirmek, eşitsizlik ve adaletsizlik ile mücadele etmek ve iklim değişikliğini düzeltmek gibi küresel hedeflerin gerçekleştirilebilmesi yalnızca ülkelerin siyasi iktidarlarına değil, sivil toplum kuruluşlarının duyarlılığına da bağlanmıştır. Bu çalışmanın amacı, sivil toplum kuruluşlarından olan siyasi partilerin anayasaları niteliğindeki parti programlarında, 17 sürdürülebilir küresel hedefe yer verip vermediklerini incelemek ve partilerin küresel hedeflere karşı duyarlı olup olmadıklarını tespit etmektir. Çalışmanın kapsamı 24 Haziran 2018 Genel Seçim’i sonrası Türkiye Büyük Millet Meclisi’nde en fazla üyeye sahip iki siyasi parti grubu (Adalet ve Kalkınma Partisi ve Cumhuriyet Halk Partisi) ile sınırlandırılmıştır. Makalede yöntem olarak Literatür Taraması ve Doküman Analizi seçilmiş, elde edilen veriler karşılaştırmalı analiz sürecine aktarılmış ve çalışma bir senteze ulaştırılarak, değerlendirme ve öneriler ile sonuçlandırılmıştır. Çalışmada parti programlarının güncel olmadığı ve sürdürülebilir kalkınma hedeflerinin tam olarak karşılanamadığı sonucuna ulaşılmıştır.
By 2030, the United Nations has set the 17 Sustainable Development Goals to eliminate worldwide poverty in all dimensions, to create a world of prosperity, peace and security. Turkey is the leader of the United Nations Sustainable Development Goals, which is the slogan of '17 Goals to Transform the World'. The achievement of global objectives such as ending poverty, fighting inequality and injustice and repairing climate change is not only linked to the political powers of the countries, but also to the sensitivity of civil society organizations. The objective of this study is to examine whether political parties from civil society organizations are partitional in their constitutional programmes, including 17 sustainable global goals, and to determine whether the parties are sensitive to global goals. The scope of the study was limited to two political parties with the largest number of members in the Grand National Assembly of Turkey after the General Election of 24 June 2018 (Justice and Development Party and the Republican People's Party). In the article, the method of Literature Screening and Document Analysis is selected, the obtained data is transmitted into the comparative analysis process and the study is transmitted into a synthesis, evaluation and recommendations. The study has concluded that the party programmes are not up-to-date and the sustainable development goals are not fully met.
The United Nations has determined seventeen sustainable development goals to eliminate poverty worldwide and to establish prosperity, peace and the safe universe by 2030. Turkey is one of the leading countries working to achieve those goals that are known as the goals changing the World. Attaining objectives like ending poverty, combating inequality and injustice, and dealing with climate change world-wide has been tied not only to the political power of individual countries but also to the sensitivity of non-governmental organizations. In this context, this paper examines the programs of political parties as a part of civil society by giving concrete attention to the seventeen sustainable goals. Therefore, it tries to determine whether the parties are sensitive to the aforementioned goals. However, the scope of the study is limited with the parties enjoying group representations in the parliament: Justice and Development Party and Republican People’s Party. After having a literature review and resorting document analysis, the data obtained through the research are analyzed comparatively. The research has been completed with an evaluation and some recommendations. The study concludes that the two-party program is outdated and does not fulfill the 17 sustainable development goals set by the United Nations.
