Devlet, ekonomik ve toplumsal gereksinimlere göre konum ve işlev değiştirmektedir. Bu konum ve işlev kimi zaman müdahaleci bir nitelik arz ederken kimi zaman da oyunun kurallarını belirleme ya da düzenleme şeklinde kendini göstermektedir. 1980’li yıllarda başlayan yeni sağ politikalar çerçevesinde devletin konumu ve rolü ciddi bir şekilde sorgulanmaya başlanmış ve yaşanan krizleri aşabilmek için devletin yeni bir kalkınma anlayışı çerçevesinde örgütlenmesi ve çalışması gerektiği iddia edilmiştir. Bu düşünceye göre devlet, artık doğrudan yapan değil aktörleri yapabilir kılan ve bütün aktörleri kalkınma çabasında aynı amaç doğrultusunda bir araya getiren bir anlayışa sahip olmalıdır. Çünkü günümüz teknoloji ve dijitalleşme çağıdır ve bu dönem bütün aktörlerin ortaklığını gerektirmektedir. İşte bu çalışma kamu yönetimi alan yazınında yavaş yavaş ilgi duyulmaya başlanan dijitalleşme ve onun temel bir unsuru olan yapay zeka konusuna eğilmektedir. Çalışmanın temel tezi, yapay zeka tartışmalarının ve çalışmalarının devletin yeni konumu ve işlevi ile doğrudan ilgisi olduğu ve yapay zeka uygulamalarının yeni kalkınma anlayışında önemli bir yer teşkil ettiğidir. Bu değişim Türk kamu yönetiminin örgütlenmesinde ve işleyişinde de kendisini göstermektedir. 2017 yılında benimsenen Cumhurbaşkanlığı Hükümet Sistemi’nde en önemli konulardan biri olarak dijitalleşme ve yapay zeka görüldüğünden Dijital Dönüşüm Ofisi adı altında doğrudan cumhurbaşkanına bağlı bir birim kurulmuştur. Bu yeni yapının görev ve yetkilerinin küresel çaptaki gelişmelere uygun bir şekilde izlenmesi yapay zekanın devletin geleceğini nasıl şekillendireceğini göstermesi bakımından oldukça dikkat çekicidir.
The state changes its position and function according to economic and social needs. This position and function sometimes provides an interferential attribute while sometimes shows itself in the form of determining or regulating the rules of the game. In the framework of the new right-wing policies that began in the 1980s, the position and role of the state began to be seriously questioned and it has been claimed that the state should be organized and worked in the framework of a new development concept to overcome the crisis that is happening. According to this idea, the state should no longer have a direct act; it must have a understanding that makes the actors able to do and that brings all actors together in the development effort for the same purpose. Because today is the age of technology and digitalization and this period requires the partnership of all actors. This is the subject of the study of public administration, which is slowly starting to be interested in digitalization and artificial intelligence, which is a fundamental element of it. The basic thesis of the study is that the discussions and studies of artificial intelligence are directly related to the new state’s position and function and that the practices of artificial intelligence play an important place in the new understanding of development. This change shows itself in the organization and functioning of the Turkish public administration. As one of the important topics in the Presidential Government System adopted in 2017, digitalization and artificial intelligence are seen as a unit directly related to the President under the name of the Digital Transformation Office. The mission and powers of this new structure are monitored in accordance with the developments in the global scale, and it is quite remarkable in terms of how artificial intelligence will shape the future of the state.
The position and role of the state has been seriously questioned with in the framework of the new right policies and it was claimed that the state should organize and work with in the framework of a new development approachin order to overcome the crises experienced. According to this idea, the state is no longer doing directly; should have an understanding that makes actors capable and brings all actors together in the development effort for the same purpose.
