Toplumsal cinsiyet; kişilerin insan kimlikleri yerine cinsiyetlerinin görülmesi ve kişilere cinsiyetleri üzerinden bir tür “nasıl davranmaları gerektiği” ile ilgili normlar dayatılması anlamına gelmektedir. Günümüzde insan haklarının en fazla ihlal edildiği temellerden biri de toplumsal cinsiyettir. Bir insan hakkı ihlali olarak toplumsal cinsiyet temelli eşitsizlikle mücadele hem ulusal hem de uluslararası politikanın temel hedeflerinden biridir. Avrupa Birliği (AB) de “toplumsal cinsiyet eşitliği” konusunu temel bir politika haline getirmiş ve bu doğrultuda önemli düzenlemeler geliştirmiştir. Ancak Avrupa Birliği vatandaşlarının temsil edildiği Avrupa Parlamentosunu kadın temsili özelinde incelediğimizde halen toplumsal cinsiyet eşitliğine erişilemediği görülmektedir. Çalışmada 1979-2019 arasında gerçekleşen Parlamento seçimleri “toplumsal cinsiyet eşitliği” çerçevesinde incelenmiş ve AB’nin toplumsal cinsiyet eşitliğine erişebilmesi için Parlamentoda kadın temsilini artırması gerektiği sonucuna erişilmiştir.
Gender refers to people's sex rather than their human identities. Gender refers to the imposition of norms about how people should “behave” based on their sex. Today, one of the foundations on which human rights are violated the most is gender. Combating gender-based inequality as a human rights violation is one of the main goals of both national and international policy. The European Union (EU) has also made the issue of "gender equality" a basic policy and has developed important regulations in this direction. However, when we examine the European Parliament in terms of women's representation, it is seen that gender equality is still not reached. In the study, the Parliamentary elections that took place between 1979-2019 were examined within the framework of "gender equality". For the EU to achieve gender equality, it needs to increase women's representation in Parliament.
