Although, liberalism and democracy are two customs emerging from different basics, these conceptions so integrated that, when said democracy, liberal democracy comes into mind first. Liberal democracy has emerged with the integration of representative democracy and liberalism during industrial revolution. In the last quarter of the twentieth century, with the collapse of actually existing socialism, free market Economy and liberal democracy are claimed to be an unprecented type of democracy by some thinkers. However, nation-state, application area of liberal democracy, notably globalization, get into a crisis due to reasons as the emerging crises in the capitalist system. This crisis showed the idea that liberal democracy is unprecented and superior model not valid. To overcome this crisis various democracy ideas suggested as alternative to liberal democracy. The theory of deliberative democracy lead by Habermas aims active participation of people. In this context, Habermas, mentions a deliberation period that all people can actively participate. People, in this period, are equal and free to participate to this process. In this study, the theory of deliberative democracy of Habermas and basic arguments of this theory and critics to this theory are analyzed
