Bir yönetim biçimi olmakla beraber demokrasi aynı zamanda bir kültürü de temsil etmektedir. Bu kültürün varoluşu, gelişmesi ve nihayetinde kalıcı hale gelmesi ancak sürdürülebilir bir süreçle mümkündür. Demokratik süreçleri de ne yazık ki askeri darbeler akamete uğratmışlardır. Bilhassa demokratik tecrübeyi yeni yeni hazmetmeye ve deneyimlemeye başlayan ülkelerde yaşanan bu hadiseler, demokratik kültürün oluşup olgunlaşmasına büyük bir engel teşkil etmiştir. Yarattığı sosyal, iktisadi ve politik etkiler, darbe sonrası dönemi de derinden etkilemiştir. Seçme ve seçilme sürecine ket vuran askeri darbeler, demokratik kültürünü oluşturmak için büyük çabaların sarf edildiği Türkiye Cumhuriyeti tarihinde adeta birer dönüm noktasıdır. Bu girişimler arasında özellikle 27 Mayıs 1960 ve 12 Eylül 1980 askeri darbeleri Türk siyasal hayatında önemli bir yer edinmişlerdir. Darbeler, hükümetleri etkilediği kadar iktidarları seçen seçmenleri de etkilemiştir. Seçmenin iktidar sahiplerine karşı güveni sarsılmıştır. Bu durum 1961 ve 1983 genel seçimlerini de etkilemiştir. Seçmenler, kendilerini yönetecek iktidar partisini veya partilerini belirlerken kendilerince bazı kriterler belirlemiş ve buna göre oy vermişlerdir. Darbelerden sonra kaybedilen güveni yeniden tesis edecek yöneticilere ihtiyaç duymuşlardır. Ülkeyi yönetecek siyasi aktörlerden teminat beklemek seçmenin en doğal haklarından biridir. Ülkenin temel sac ayaklarını oluşturan ekonomi, eğitim, işsizlik vb. konularda güven tazelenmesini beklemişlerdir. İşte 1961 ve 1983 genel seçimleri böyle bir siyasal zeminde gerçekleşmiştir.
