Günümüzde kalkınma adına yapılan çalışmaların ana hedefi, toplumların yaşam standartlarının artırılmasıdır. Bu hedefe ulaşabilmek, doğal ve beşeri ortam koşullarının bir bütünlük içerisinde belirlenmesi, doğal, sosyo- kültürel ve ekonomik çevreye ait bütün bileşenleri bir arada ve çok yönlü düşünerek, kararların geliştirilmesi ve bunların sonucunda da planlar yaparak hayata geçirmekle mümkün olabilmektedir. Nitekim, bu çalışmalar sayesinde toplumun ihtiyaç, istek ve beklentileri doğrultusunda çevreye duyarlı, verimli, akılcı ve devamlılık arz eden çözüm önerileri geliştirilebilir. Bu çalışmada, Çamlıhemşin ilçesinde doğal ve beşeri kaynaklar saptanarak kalkınmaya yönelik arazi kullanım kararlarının geliştirilmesi amaçlanmıştır. Çalışmanın temelini, arazide yapılan gözlemlerin yanı sıra anket yoluyla elde edilen bilgiler ile kurum ve kuruluşlardan toplanan veriler ve CBS değerlendirmeleri oluşturmuştur. Sonuç olarak bu çalışma planlamaya yönelik kararların alınmasını kolaylaştırmak ve ilçe ekonomilerinin gelişmesine katkı sağlamak bakımından bir model oluşturmaktadır

At present, the main goal of scientific studies that are being carried out for developmental purposes is to increase the living standards of society. In order to reach this goal, it is necessary to consider all aspects of developmental processes, which are composed of natural, social, cultural, political and economic components. This study suggests a model for making land use decisions. The model was constructed through analyzing the potential of natural and human resources in Çamlıhemşin district of the province of Rize. Based on observations made in the research area and on secondary data from various sources, a survey was conducted through questionnaires and analyzed by Geographical Information System. Future implementation of the suggested model would contribute to local development in the underdeveloped districts of Turkey
