The main objective of higher education in Kazakhstan is an educational function: the development of personality and training of highly skilled professionals. New reality of economic development suggest new requirements to university graduates who enter an entirely new environment of market relations where professionalism, knowledge and personality are considered as key components of effective job in many fields.Today we are dealing with a new system of higher education, which is characterized by educational institutions of various types of ownership (national, state, private, religious), different types for education institutions (university, academy, institute, college) and different levels and forms of educational programs (bachelor's degree, master's degree, doctorate programs and professional development). Along with this, the rapid development of new information and communication technologies has opened a new stage in education development: information and communication education, since computers and related information technologies become key instruments in all areas and activities. Informatization of society and widespread means of computer technology has an impact not only on the content of education, but also on the forms and methods of educational process. Today, universities offer the so-called «new information technology education", "new information and communication technologies in education».The article will address the issues related to the essence of categories and concepts such as "new information technology education", "new information and communication technology training" in educational theory and practice. Various definitions of scientists and researchers, their research approaches to the effective organization of the educational process have been analyzed. The article also discusses the methodological aspects of the use of information and communication technologies in education and their didactic principles.Purpose of the study is to scientifically substantiate the content of the concept "information technologies of education" and didactic principles of their use in higher education.Research methods: Theoretical analysis of psychological and educational literature, analysis of the learning process.Research objectives:1. To reveal problems of the use of information technologies in Kazakhstan higher education.2. To theoretically study the content of the concept "information technologies of education".3. To determine the status of the educational process in higher education.Findings and results of the study:1. Theoretical justification of the concept "information technologies of education" within the framework of this study.2. Theoretical justification of the didactic principles of usage of education information technologies.
