Herhangi bir sistemin etkin bir şekilde işleyebilmesi için, güvenlik organizasyonları olmazsa olmaz sistemlerdendir. Özellikle sağlık sistemleri için güvenlik ihtiyacı sistemin sürdürülebilirliği açısından oldukça önemlidir. Sağlık sektörü insan hayatı ile doğrudan ilişkili olduğu için sistemin sürdürülebilirliği ile etkinliği arasında diğer sektörlere nazaran çok daha güçlü bir bağ vardır. Gerek üretim gerek hizmet sektöründe varlığını sürdüren herhangi bir sistemin, etkinliği genellikle büyük oranda insan gücüne bağlıdır. İnsanın verimli çalışma ortamına sahip olması ile sistemin etkinliği ve sürdürülebilirliği arasında sıkı bir ilişki vardır. Sistem sürdürülebilirliği sağlık sektörünün en önemli çıktılarından birisidir. Dolayısıyla sağlık sistemlerinde güvenlik personellerinin çalışma düzenine diğer sektörlere göre daha fazla dikkat edilmelidir. Bu durum personeller için bir vardiya planlaması yapmanın önemini artırmaktadır. Günümüzde tüm dünyada etkili olan ve pandemi olarak değerlendirilen COVID-19 virüsü en çok sağlık sektörünü etkilemektedir ve hizmet sürdürülebilirliği önündeki en büyük engellerden birisidir. Sonuç olarak personel çizelgelemelerinin bu koşullar altında yapılabilmesi için daha fazla kısıtı göz önünde bulundurmak gerekebilir. Bu çalışmada Ankara ilinin Yenimahalle bölgesinde 22 adet polikliniği ve 100 yatak kapasitesi ile hizmet vermekte olan bir hastanenin birimlerinde görev yapan güvenlik personellerinin vardiya çizelgelemesi ele alınmıştır. Vardiya çizelgelemesi yapılırken personelin yetkinlik puanları dikkate alınmıştır. Ayrıca pandemi süreci ile ilgili olarak personel risk durumları da çalışmada dikkate alınmıştır. Problemi çözmek için AHP-TOPSIS yöntemleri entegre biçimde kullanılmıştır. Atamalar için ise hedef programlama yöntemi kullanılmıştır. Yetkinlik puanlarının hesabında altı adet kriter kullanılmıştır.
Security organizations are indispensable systems for any system to maintain effectively. Especially for health systems, the need for security is very important for the maintenance of the system. There is a much stronger nexus between the sustainability and effectiveness of the system compared to other sectors in that the health sector is directly related to human life. The effectiveness of any system that exists in both production and service industry generally depends largely on manpower. There is a close relationship between the efficiency of the system and the man having a productive working area. System maintenance is one of the most important outputs of the health sector. Therefore, more attention should be paid to the working order of security personnel in health sectors compared to other sectors. This increases the importance of scheduling a shift for the staff. Today, the COVID-19 virus, which is effective worldwide and evaluated as a pandemic, affects the health sector the most and is one of the major obstacles to service maintenance. As a result, it may be necessary to consider more constraints in order to prepare staff schedule under these conditions. In this study; Shift scheduling of security staff working in the units of a hospital serving with 22 clinics and 100 bed capacity in the Yenimahalle region of Ankara has been carried out. Competency points of the personnel were taken into account while making shift schedules. In addition, personnel risk situations related to the pandemic disease were also taken into consideration in the study. AHP-TOPSIS methods have been used in an integrated way to solve the problem. Goal programming method has been used for assignments. Six criteria have been aplied to calculate competency scores.
