Türkiye’deki kurulan ve geliştirilen tıbbi cihaz kayıt sistemleri tıbbi cihazların asgari güvenlik koşularını sağlaması, kullanıcı, denetleyici ve geri ödemesini yapan bütün taraflar açısından ortak dil oluşturulması özelliklerini taşıması nedeniyle dünyada bir ilk olma özelliğine sahiptir. Tıbbi cihaz kayıt sistemlerinin güvenli ürünlerin piyasaya arz edilmesi, ürünlerin güvenli dolanımı ve fiyat açışından şeffaflık sağlanması, bütün tıbbi cihazların tekil düzeyde takip edilmesi, kamu ve özel sağlık kurum ve kuruluşları, belge veren onaylanmış kuruluşlar, kalibrasyon kuruluşları, teknik servis kuruluşları gibi tıbbi cihaz ile ilgisi olan bütün kurum ve kuruluşlar dahil edilerek güvenli ürün, optimum fiyat, yasal üretim ve ithalat gibi amaçları bulunmaktadır. Çalışmamızda tıbbi cihaz kayıt sistemlerinin geliştirilme amaçlarından biri olan kamu alımlarında optimum fiyat konusunda ne kadar başarılı olunduğunu ve bunun kamu sağlık harcamalarına etkisi incelenmiştir. Bu amaçla tıbbi cihaz kayıt sisteminin başlangıç aşamasındaki tıbbi cihaz ihale bedelleri tespit edilmiş olup tespit edilen ihale bedelleri tıbbi cihaz kayıt uygulaması ile birlikte gerçekleşen ihale bedellerinin zaman içindeki değişimi ile karşılaştırılarak değerlendirilmiştir. Tıbbi cihaz kayıt sisteminin tıbbi cihaz satış fiyatlarını düşürerek sağlık harcamalarında tasarrufa katkı sağladığı sonucuna ulaşılmıştır. Kayıt sistemlerine girilen kamu ihale fiyat bilgilerinin doğru ve düzenli girilmesinin takip edilmesi ve bu verilerin analiz edilmesinin etkin bir tıbbi cihaz maliyet yönetimi sağlayabileceği düşünülmektedir.
The medical device recording systems established and developed in Turkey have the characteristic of being the first in the world because the medical device provides the minimum safety conditions, carries the characteristics of common language creation in terms of the user, controller and all the parties that pay back. The medical device registration systems are intended to include the marketing of safe products, the provision of transparency from the safe flow of products and the opening of prices, the monitoring of all medical devices at a single level, the public and private health institutions and organizations, the certified organizations, the calibration organizations, the technical service organizations, including all institutions and organizations related to medical devices, such as safe products, the optimal price, the legal production and import. Our study has studied how successful medical equipment recording systems have been in the optimal price of public procurement, which is one of the objectives of development, and the impact of this on public health expenditure. For this purpose, the medical device registration system’s initial phase has been identified and the identified tender prices have been assessed by comparing the tender prices occurring with the medical device registration application with the change in time of the tender prices. The medical device registration system has been achieved to contribute to the savings in health expenditure by reducing medical device sales prices. It is believed that monitoring the accurate and regular entry of the public tender price information entered into the registration systems and the analysis of these data could provide an effective medical device cost management.
Medical device registration systems, which are established in Turkey, is a first in the world because medical devices meet the minimum safety requirements and have the characteristics of creating a common language for the user, controller and all the reimbursing parties. Medical device registration systems; placing safe products on the market, ensuring safe circulation of products and transparency in terms of price, monitoring all medical devices on a singular level; all institutions and organizations related to medical devices such as public and private health institutions and organizations, certifying notified bodies, calibration organizations, technical service organizations are included in the scope of the aim of safe product, optimum price, legal production and import. In the study, we try to examine the success of public procurement, which is one of the objectives of the development of medical device registration systems, on the optimum price and its effect on public health expenditures. For this purpose; the tender costs of the medical device at the initial stage of the medical device registration system are determined. The determined tender prices are compared with the changes in the tender prices realized with the medical device registration application over time. It is concluded that the medical device registration system reduces medical device prices and contributes to health expenditure savings. It is considered that monitoring and analyzing the accurate and regular entry of public procurement price information entered into the registration systems can provide effective medical device cost management.
