Education policies have an important effect on political, cultural, social and economic developments of societies. Missionaries, who knew the geopolitical and geostrategic importance of Ottoman Government well, had utilized the educational settings, like schools to reach their goals since they stepped on Ottoman territories. The missionary educational institutions founded on Ottoman territories are one of the important issues that the Republic of Turkey has taken over from the Ottoman State. In the first years of the Republic, some important legal regulations were issued and more inspection was done for the missionary educational settings. The study examines the evaluations of Merzifon American School, which was an important section of the inspection report of Mr. Remzi, who worked as a primary school inspector in the area of Merzifon and Gümüşhacıköy in the province of Amasya during the 1928-1929 school year. He conducted an inspection by calling on the authority and responsibilities that a primary school inspector held in accordance with the existing laws and regulations. He prepared the report based on the guidelines of inspection, investigation, and guidance. In his report, it was seen that he had some poor practices terminated, and made the necessary corrections and notifications as a guidance for some improper practices. On the other hand, he made some critical recommendations to the central governance by declaring his concern about the school being a missionary school.
