Abstract:

In the 1970s, the classical public management approach began to be questioned and new management approaches started to be discussed as a result of the increasing budget deficits and the failures of the state, which emerged with the effect of the crises. As a result of the neo-liberal economic policies and the globalization movements that emerged with the effect of these policies, reform movements in public management started in the 1980s and 1990s around the world and the service delivery understanding of the states changed. It is planned to increase efficiency and effectiveness by making use of the principles and techniques of public management private sector organizations, by envisaging the downsizing of the state. In this context, the provision of public goods and services was transferred to private sector organizations through privatizations. When the desired benefit from privatization could not be achieved, the idea of cooperation between the public and private sectors emerged. The public-private partnership model that emerged in this context began to gain importance in the 1990s. In this study, the classical public management approach will be briefly discussed, then the new public management approach, the conceptual framework of the public-private partnership model, and the applications of this model in the world and Europe will be evaluated.
