Rasyonel çıkarlar elde etmek, tatmin edici bir uluslararası düzen kurmaya çalışmak ve meşru hegemonik güç arayışı, Bush’un “dünya yönetiminin” “ana teması”nı teşkil etmektedir. “Göğün altındaki her şey” şeklindeki Çin dünya düzenine göre hegemonya peşindeki bir davada rasyonellik, meşruiyet ve hedeflerin örtüşmesi sağlanırsa, hegemonya sağlanmış olur.
