Abstract:

As Turkey is a earthquake country, it is vital to carry out the construction works in accordance with its projects. When we study the structures destroyed in previous earthquakes in our country, the main cause of the destruction is not the earthquake, but the improper production of the structures. In accordance with the Law No. 4708 on Construction Audit, "Building Audit Organizations" are currently serving in all provinces of Turkey. However, it is known that this control system, which has a theoretically satisfying infrastructure, also brings a number of problems in the application and is open to abuse. The main objective of this study is to identify the ethical problems encountered in construction production and control in our country and to develop solutions for a healthier implementation of the relations between the building owner and the control body. In this context, a survey work consisted of two main departments has been implemented to a total of 200 technical staff working actively in the construction auditing firms that are operating in 28 provinces of Turkey. The data obtained were statistically evaluated and the ethical problems in the construction control were brought to the face with a neutral perspective. As a result, the building control companies are providing the proper production of the structure’s carrier system, but a number of problems with the construction architecture’s proper production are still ongoing. In addition, the problems related to the adequacy of the carrier system to the project, if necessary, by legal procedures have largely disappeared.
