Bu araştırmanın amacı Milli Eğitim Bakanlığı tarafından yayınlanan 2023 Eğitim Vizyonu belgesinin eğitim yönetimi açısından incelenmesidir. Bu bağlamda ele alınan belge günümüzde Türk Eğitim Sisteminde bulunan ve eğitim yönetimi alanı ile ilgili olan sorunlar çerçevesinde incelenmiştir. Araştırma nitel bir araştırma olup vizyon belgesinde bulunan içerik temel alınmıştır. Araştırma doküman analizi yöntemi kullanılarak yapılmıştır. Araştırmada, vizyon belgesi ile belirtilen ve yapılması düşünülen yeniliklerin, eğitim yönetimi alanına gire beş tema belirlenmiştir. Bu temalar vizyon, okul gelişimi modeli, insan kaynakları, finansman ve teftiş ve rehberlik hizmetleri başlıkları ile adlandırılmıştır. Bu temalar alan yazında belirtilen sorunlarla birlikte ele alınmış ve vizyon belgesinin bu sorunlara çözüm getirip getirmediği incelenmiştir. Araştırmada elde edilen bulgularda vizyon belgesinin eğitim yönetimi alanında olumlu yönde yeniliklerin planlandığı saptanmıştır. Ancak yapılması planlanan bu yeniliklerin var olan ve adım atılması beklenen sorunların çözümü noktasında yeterli olmadığı görülmüştür
The purpose of this research is to review the 2023 Education Vision document published by the Ministry of Education in terms of education management. The document discussed in this context has been studied in the framework of the problems present in the Turkish Education System and related to the field of education management. The research is a qualitative research and is based on the content in the vision document. The research was done using the method of document analysis. The research has identified five topics to enter the field of education management of the innovations indicated and considered to be done with the vision certificate. These topics are named by the topics: vision, school development model, human resources, finance and inspection and guidance services. These topics have been addressed along with the problems mentioned in the field in the summer and the vision document has been examined whether it brings a solution to these problems. The findings obtained in the study have found that the vision document is planned in a positive direction in the field of education management. However, these planned innovations have not been sufficient to solve the existing and expected problems.
The aim of this study is to investigate Turkey’s Education Vision 2023 document, issued by the Ministry of National Education, in terms of educational management. In this context, the document is investigated within the problems related to the field of educational management in the Turkish Education System. The study was designed as qualitative research, and it is based on the content of Turkey’s Education Vision 2023 document. The research was carried out using document analysis method. Five themes, included in the field of education management, were determined to investigate in the research. These themes; vision, school development model, human resources, financing, and inspection and guidance services. These themes were handled together with the problems mentioned in the literature and discussed whether the vision document addresses these problems or not. As a result of the research, it was determined that positive innovations in the field of education management were planned through the vision document. However, it is seen that these innovations are not sufficient to solve existing problems
