Hazine-i Evrak olarak nitelenen Osmanlı arşivleri bütün bilim dalları için çok önemli bilgi ve belgeler içeren bir deryadır. Bu arşivlerde muhtelif sebeplerle manzum olarak kaleme alınıp saraya veya diğer devlet kurumlarına sunulan ve arşiv belgesi hükmünü kazanmış çok sayıda belge bulunmaktadır. İşte bunlardan birisi de TBMM reisi Mustafa Kemal Paşa ve onun silah arkadaşları için yazılmış iki methiye manzumesi olup yazarı bürokratik hayatının on yılını Diyarbakır'da geçirip, altı yıl da Diyarbakır valiliği yapmış olan Mehmed Halid (Hacı Halid) Bey’dir. Kendisi 1896’da bu vilayete vali olarak atanmış ve orada önemli işlere imza atmış bir bürokrattır. Lefkoşe doğumlu olan ve ilk eğitimini evinde özel öğretmenle tamamlamış olan bu zat, taşrada bazı görevler yaptıktan sonra Aydın ve Sinop’ta tahrirat müdürlüğü, Suriye ve Van’da mektupçuluk, Kosova ve Yanya’da savcılık, Diyarbekir ve Dersaadet istinaf mahkemeleri başsavcılıkları ve Girid adliye müfettişliği yapmıştır. 1896’da atandığı Diyarbakır valiliğini aralıksız altı yıl sürdürmüş ve orada çok sayıda eser ve onarım işleriyle birçok hayır ve hasenat ortaya koymuştur. Diyarbakır valiliğinden ayrıldıktan sonra İstanbul’a yerleştiği ve bu sırada Millî Mücadele’yi uzaktan desteklediği, 30 Ağustos 1922’de kazanılan Başkomutanlık Meydan Savaşı üzerine de TBMM reisi Mustafa Kemâl Paşa ile onun silah arkadaşları hakkında iki methiye manzumesi kaleme aldığı tespit edilmiştir.
The Ottoman archives described as the Treasure-i Document are a gallery containing very important information and documents for all the disciplines of science. These archives contain a number of documents which are taken as a manuscript for various reasons and presented to the palace or other government institutions and which have gained the presence of the archive document.
