The participation of disabled people in social life, the establishment of policies for them to ensure their own survival and to develop their self-capacity consciousness and the active implementation of these policies is one of the topics that are important in the world and in our country. The approach, which has passed from medical model to social in recent years to the participation of disadvantaged groups in social life, has required social policies to be more solutions-focused, process management-focused, participatory and active, by taking away from passive, process spread policies. When considering the impact of employment on individual and country development, the importance of accelerating the process increases. In this study, according to the data of the Disabled and Elderly Services General Directorate of the "Disabled and Elderly Statistics Bulletin" and the data of the "Turkish Business Institute Activity Reports" published annually by the Turkish Business Institute, the program changes according to the start dates, but mostly between 2009-2019 years the process is aimed at assessing the size of the service presentation and access to the target audience. In this regard, each of the active employment policies of the Turkish Business Institute is addressed in the context of its own characteristics, while in general it is focused on how the programs affect the employment of disabled women and the conditions of the benefit of disabled women from the programs.

The determination of policies for the participation of the disabled in social life, their own livelihood and the development of self-efficacy awareness and the active implementation of these policies are among the topics that are emphasized both in the world and in Turkey. Especially for the participation of disadvantaged groups in social life, the approach that has transformed from the medical care model to the social model in recent years has required social policies to be participatory and active, focusing on more solution-oriented process management by moving away from the policies that spread into the process. Considering the effect of employment on individual and country development, the importance of accelerating the process becomes even more important. In this study, in line with the data of the “Statistics Bulletins for the Disabled and the Elderly” of the General Directorate of Services for the Disabled and Elderly, and the data of the “Turkish Employment Agency Activity Reports” published annually by the Turkish Employment Agency, it is aimed to evaluate the presentation and access to the target group mostly between 2009-2019 the service period though it varies according to the start dates of the programs. In this direction, each of the active employment policies of the Turkish Employment Agency is discussed in the context of its own characteristics, while holistically, how the programs affect the employment of women with disabilities and the benefits of disabled women from the programs are emphasized.
