Ülkeler yatırımcıları çekmek için yoğun bir rekabet içindedir. Rekabette sürdürülebilir şekilde yarışmak için sürekli planlamalara, iyileştirmelere, nüfus yapısından yönetici deneyimlerine varıncaya kadar birçok önemli ve kritik hususların dikkate alınması gerekmektedir. Bu çalışmada, T. C Cumhurbaşkanlığı Yatırım Ofisine bağlı Türkiye Yatırım Destek ve Tanıtım Ajansı’ndan elde edilen veriler kullanılarak , Türkiye’nin de dahil olduğu 12 ülkenin 19 farklı alandaki rekabetçilik düzeyine göre yatırım yapılabilirlikleri değerlendirilmiştir. Literatürde bu çalışmada kullanılan veri seti ile ülkelerin değerlendirildiği çalışmaya rastlanılamamıştır. Çalışmada, çok kriterli karar verme tekniklerinden olan TOPSIS (Technique for Order Performance by Similarity to Ideal Solution) ve COPRAS (Complex Proportional Assessment) yöntemleri ile yatırımcı gözünden ülkeler sıralanarak, yatırım yapılabilirlikleri açısından önceliklendirilmiştir. Çalışmadan elde edilen sonuçlara göre, her iki yönteme göre en yatırım yapılabilir ülkeler sıralamasında Amerika Birleşik Devletleri 1. iken Birleşik Krallık 2. sırada yer almıştır. Bununla birlikte, TOPSIS Yöntemine göre en yatırım yapılabilir ülkeler sıralamasında Rusya’dan sonra Türkiye 4. olurken, COPRAS Yöntemine göre ise Türkiye 3. sırada yer almıştır.
The countries are in an intense competition to attract investors. To compete in a sustainable way in competition, many important and critical aspects must be taken into account, from continuous planning, improvements, from population structure to management experience. In this study, using the data obtained from the Turkish Investment Support and Promotion Agency associated with the T.C. Presidential Investment Office, the investment capacity was assessed according to the level of competitiveness in 19 different areas of 12 countries including Turkey. In literature, the data set used in this study has not been found in the study that the countries are assessed. In the study, the methods TOPSIS (Technique for Order Performance by Similarity to Ideal Solution) and COPRAS (Complex Proportional Assessment) have ranked countries in the perspective of investors, priority in terms of investment capability. According to the results of the study, the United States ranked 1st in the rankings of the most investable countries according to both methods, while the United Kingdom ranked 2nd in the rankings. However, according to the TOPSIS Method, Turkey is fourth after Russia in the rankings of the most investable countries, while according to the COPRAS Method, Turkey is third.
Countries experience intense competition in attracting investors. In order to compete in a sustainable way, many important and critical issues need to be taken into consideration, from planning to continuous improvement and from population to managerial experience. In this study, data are obtained from Turkey Investment Support and Promotion Agency under the Investment Office of the Presidency of the Republic of Turkey. 12 countries are sorted in descending order with respect to 19 criteria. These criteria show levels of competitiveness of the countries in the field. TOPSIS (Technique for Order Performance by Similarity to Ideal Solution) and COPRAS (Complex Proportional Assessment) methods are used to rank the countries. According to the results of the TOPSIS and the COPRAS methods, the United States ranks first in the list of the most investable countries and the United Kingdom ranks second. Turkey comes fourth in the ranking obtained from the TOPSIS while it ranks third based on the result obtained from the COPRAS.
