Bu araştırmanın amacı 1923-1950 yılları arasında kurulan hükûmetlerin programları ve millî eğitim şûralarında alınan kararların ilkokul Görsel Sanatlar dersi öğretim programlarına hedef, içerik, öğrenme ve öğretme süreci ve değerlendirme yaklaşımları açısından yansımalarının olup olmadığını tespit etmektir. Araştırma kapsamında 1924, 1926, 1936 ve 1948 İlkokul Programları 1927 Köy Mektepleri Müfredat Programı 1936 Köy Okulları Müfredat Programı Taslağı ve 1939 Köy İlkokul Programı Projesi ele alınmıştır. Tarihsel araştırma yöntemi kullanılarak yürütülen çalışmada veriler, doküman incelemesi yöntemi ile toplanmış ve doküman analizi yoluyla incelenmiştir. Araştırmada 1924 Programı’nda Resim dersinin Cumhuriyet esaslarını ve laikliği topluma aktarmada dolaylı bir rol üstlendiği 1926-1936 arasında uygulanan programlarda, hükûmetlerin eğitim politikalarının dersin hedef ve içerik boyutlarına çeşitli açılardan yansıdığı özellikle Mayıs 1935’ten sonra Cumhuriyet Halk Partisi’nin (CHP) parti politikalarının, şûralarda alınan kararların ve dolayısıyla uygulanan öğretim programlarının üzerinde belirleyici bir faktör olduğu anlaşılmıştır. Ayrıca CHP’nin kültür ve sanat politikalarından “devrim müzelerinin kurularak topluma inkılap ruhunun aşılanması” fikri, 1936 itibariyle ilkokul programlarında okul müzelerinin kurulması ve bu müzelerde “inkılap/devrim köşesi” adlı bir bölüme yer verilmesi suretiyle örgün eğitimde uygulanabilir bir forma dönüştürülmüştür. Bu dönemin eğitim ve öğretim programlarının şekillendirilmesinde CHP’nin ulusal politikalarının daha etkili olmasının, karşısında herhangi bir muhalefet olmayan bu partinin politikalarının devlet politikası olarak benimsenmesinden ileri geldiği ve bu durumun dönemin Türkiye’si için oldukça tabii olduğu söylenebilir. 1946 seçimleriyle başlayan çok partili yeni dönem ise ders öğretim programına yansımaları olan diğer siyasi gelişmelerdendir.
The aim of this research is to determine whether the decisions taken in the programmes of the governments established between 1923-1950 and the national education schemes are reflected in the objective, content, learning and teaching process and evaluation approaches of the primary school Visual Arts curriculum. The study included the 1924, 1926, 1936 and 1948 Primary School Programs; the 1927 Village Doctors Programme; the 1936 Village Schools Programme Project and the 1939 Village Primary School Programme Project. In the study conducted using the historical research method, the data was collected through the document review method and studied through the document analysis. The study found that in the 1924 Program the painting course plays an indirect role in the transmission of the republic's foundations and the secularity to society; in the programs implemented between 1926 and 1936, the educational policies of the governments reflected in various aspects the course's objectives and content dimensions; especially after May 1935 the Republican People's Party (CHP) party policies were a determining factor on the decisions taken in the shores and thus the teaching programs implemented. Moreover, from the culture and art policies of the CHP, the idea of “the vaccination of the spirit of the intrusion to society by establishing the revolutionary museums” has been transformed into an applicable form in education by establishing the school museums in the primary school programs and by placing in these museums a section called the “course of intrusion/revolution”. In the forming of the educational and educational programs of this period, it can be said that the national policies of the CHP are more effective, that the policies of this party without any opposition against it are adopted as a state policy, and that the situation is quite natural for Turkey. The multi-party new period, which began with the 1946 elections, is one of the other political developments that reflect the curriculum.
