Sosyal politikanın önemli konularından birisi olan engelli istihdamına yönelik yöntemlerden birisi Türkiye’de uygulanmakta olan korumalı işyeri sistemidir. Korumalı işyerleri aracılığıyla engelliler hem rehabilite edilmekte hem de eğitim ve istihdam olanağı bulmaktadır. Türkiye’de uygulanan engelli istihdamı yöntemlerinden birisi olan kota sisteminin yanı sıra korumalı işyeri sistemi ilgi görememiştir. Korumalı işyerlerinde istihdam edilecek engellilerin zihinsel engelli olmaları durumunda önemli sorunlar ortaya çıkacaktır. Korumalı işyeri sistemi engelli istihdamında tek başına uygulanılabilir yöntemlerden birisi olmaktan çok uzakta görünmektedir. Bu çalışmada Türkiye’de uygulanmaya başlanan hem korumalı işyeri sistemi ile ilgili hem de burada istihdam edilecek engellilerin özellikleri ile ilgili ayrıntılı analizler yapılmıştır.
