Abstract:

Question of sustainable development principles and conditions, the most important administrative mechanism can be implemented at the local level are the city council.City Councils, serves as  democratic platforms for defining and discussing the city's development priorities and problems. City councils has an important role both for bringing together a wide range of sectors and with their dynamic structure that treats  the problems of the city delivers the versatile and finds  solution for them. City councils in Turkey has reached the legal infrastructure with the 5393 Municipal Law. In the 76th Article of the Law, it is mentioned that  the city councils is also working to implement a number of principles including the .sustainable development. However, the municipal city councils set forth in the Law "formation, management principles, organs, functions and powers of the working procedures and principles" also released in 2006, "City Council Regulation" was organized. Under the purpose section of the regulation of the title 1 of; Article 6 of the regulation of the task "b" and "f" clause and in the organization of the working principles of Article 7 of the "c" sustainable development concept in paragraph shown as a principle to be observed and noted that studies should be done in line with this principle. In this study, at first the development and the local development and the basic principles and components in detail with reference to the concept of sustainable development will be emphasized. Then it will try to be shown at national and international levels of the basic city council and that sustainable development principles and components of what it means in terms of city councils. Lastly specifically of Kırsehir City Council made in what kind of initiatives to sustainable development; if there is still some application errors or omissions in this regard will attempt to demonstrate what needs to be done to eliminate them.
