Abstract:

In Turkey, since the 2000s, information communication technologies have a significant share in the change and transformation of public administration and public services. Public governments have been given priority to the strengthening of the individual and civil society because they have formed the infrastructure of governance-based understanding that has become a phenomenon in this process where they evolved into a market and individual-oriented structure. In this context, on the one hand, the diversity, availability and effectiveness of public services are increased while on the other hand, the creation of communication/right search mechanisms that will meet the need of individuals to transmit their requests, requests, suggestions and complaints to the administration. The implementation in this field, while the BIMER and CIMER attracted attention as practices of public relations and known, the final ring of the chain was created by the "Open Door" application that the Ministry of the Interior is conducting. The "Open Door" application, which aims to increase citizens' satisfaction in the services offered by ensuring the rapid and effective completion of the business and processes related to applications made to governments and shifts, is a remarkable application in terms of providing the possibility of face-to-face/interactive conversation and consultation, while based on technology. In the study, referring to the information technology-based management reforms that have an important impact on the emergence of a new application, the application of the "Open Door" process, the difference from the applications of BIMER and CIMER, the evaluation of the application in the Fisheries province, which is from the pilot districts, has been attempted to reveal the strengths and aspects to be developed.
