Abstract:

Makalenin amacı Türkiye-ABD-Rusya İlişkilerinde Karadeniz’in yeri ve önemini 2000-2010 yılları için ortaya çıkarmaktır. Türkiye-SSCB-ABD ilişkileri Karadeniz kıyılarında II. Dünya Savaşından sonra dostça değil, düşmancaydı. Yöneticiler Karadeniz ve kıyı ülkeleri haritasına genelde savunma ve saldırı planları açısından bakmak zorunda kalmışlardı. SSCB’nin dağıtılması sonrası RF ve Türkiye yöneticileri Karadeniz ve kıyı ülkeleri haritasına barış ve refahı planlamak için baktılar. Ancak onların şüpheleri süregitti. Makalenin hipotezleri Putin (Medvedev) yönetimi döneminde Karadeniz ve çevre ülkelerinde ABD-RF sert rekabeti yaşanmıştır. RF rekabette öne geçmiş, RF’nun siyasi ve askeri yönden etkisi artmıştır. Türkiye, Yeltsin döneminde ABD’nin belirlediği politikalara yakındı. Türkiye, Putin döneminde daha ziyade kendi politikalarını belirleyip izlemiştir. Türkiye’nin kendi politikaları RF’nun Karadeniz politikaları ile daha uyumlu idi. Bu hipotezleri doğrulayan ya da yanlışlayan veriler toplanmıştır. Araştırmada odaklanan döneme ait gizli resmî belgeler meri mevzuata göre en erken 2030-2040 yılları arasında açılacaktır. Bu şartlar altında hipotezin sınanması açık kaynaklardan elde edilen bulgulara dayalıdır.

Abstract:

The aim of the article is to reveal the place and importance of the Black Sea in the relations between Turkey and the US and Russia for the years 2000-2010. US-Turkish-SSCB relations on the Black Sea coast After the World War, he was not friendly, but enemy. Managers were usually forced to look at the map of the Black Sea and coastal countries in terms of defence and attack plans. After the dissolution of the Soviet Union, the rulers of the Russian Federation and Turkey looked at the map of the Black Sea and coastal countries to plan peace and prosperity. But their doubts continued. The article’s hypotheses are that during Putin’s (Medvedev) rule, a strong competition between the US and the Russian Federation has occurred in the Black Sea and its surrounding countries. The Russian Federation has advanced in competition, the influence of the Russian Federation in political and military terms has increased. Turkey was close to the policies of the United States in the Yeltsin period. Turkey, in Putin's time, had more defined and followed its own policies. Turkey’s own policies were more consistent with the Black Sea policies of the RF. Data that confirms or misconduct these hypotheses. The secret official documents of the period focused on the research will be opened between 2030-2040 years, while according to the law. Under these conditions, the hypothesis test is based on findings obtained from open sources.
