Public spaces are, in the simplest words; available and accessible to all citizens and the common foundation for the formation of a social life, also the most important urban areas which give identity to the city. It is said that a city’s social, economic, cultural and spatial diversity are developing in parallel with a variety of public spaces owned by the city. Both the presence of individuals in the city and impact of the city to the individual is directly related to the activities take place in the public space. This relationship is getting stronger while physical and social needs of the social life and collective activities are fulfilled by the city. Today the physical environment is considered to be independent of, social context and social structure in the city, being commodified and there arises as a result unhealthy, insecure and unskilled urban parts of the city which make no sense for the city and the individual. The starting point of this study, by taking as a factor directing the public areas of society, is to analyze the concepts of city, urban memory and the public sphere in the context of social and psychological environment interaction with the physical environment. The findings are important to reveal some contradictions, as in other studies. Not only those living in Beşiktaş, it is used by many people who lives in the district located on the both European and Anatolian side of İstanbul. Users of the district from of all ages and professions generally defines the area used for shopping and transit.Public spaces located in the central area of Beşiktaş is criticized by users for congestion, pedestrian safety, crowd, assessing the environmental pollution as negatively; and also access, shopping facilities and social activities as positively. Open public areas, which can bring individuals together and makes the urban life more healthy by hosting various activities, has been found to assume a passive identification dysfunctional that do not make sense for urbanites.
