Abstract:

The last quarter of the 20th century was the scene of a significant economic rise in China. This ascension created a pressure towards transformation within the International System built by the United States after 1945. Studies on this issue claim that the U.S. has declined globally, and that China is rising in terms of economic and military modernization. But the studies on these claims are missing without a detailed detail in the context of power relationships. This study aims to understand the U.S.-China relations over the time of President Barack Obama globally from a Neo-Gramsian perspective. In the study, the methodological analysis method was used. Reports, documents and speeches published during the relevant period were subjected to critical speech analysis. The reason for the election of this period is the conflict between China’s rise and the time when the U.S. global influence decreases. The rapid recovery and continued growth of China after the 2008 global financial crisis has directed the Barack Obama administration towards a controlled participation strategy towards China. This study, conducted from the Neo-Gramshyan perspective, is important in two ways: First, we will see the weight that China has gained in the system throughout the Obama period. Secondly, we will develop a comprehensive approach by understanding the U.S. economic and military decline on an intellectual and material basis. In this period, it appears that China has driven all its strength to economic growth by following a political low profile, while the US has fallen weakly due to the impact of the 2008 global financial crisis. The study claims that the return to Asia (Pivot to Asia) conducted by Barack Obama is a ‘over-covered’ approach to China but is not sufficient in terms of corporate capacity.
