Türkiye’nin Güvenlik Anlayışındaki Dönüşüm: Türkiye – Irak İlişkileri

Soğuk Savaş Dönemi dış politika pratikleri incelendiğinde geleneksel güvenlik yaklaşımlarının ön planda olduğu açıkça görülmektedir. Devlet temelli güvenlik yaklaşımı ile temel amaç toprak bütünlüğünün ve egemenliğinin korunması iken Soğuk Savaş sonrası dönemde iki süper güç arasında küresel anlamda etkileyebilecek bir savaş ortamının sona ermesinin ardından geleneksel güvenlik yaklaşımında bir dönüşüm yaşanmıştır. 1990’lı yıllardan itibaren insan güvenliği, çevre güvenliği hatta gezegen güvenliği gibi kavramlar uluslararası ilişkiler literatüründe yer tutmaya başlamıştır. Buna rağmen devlet güvenliğinin yine güvenlikleştirme yaklaşımında başat rolü göz ardı edilemez. Türkiye, küresel anlamda değişen güvenlik yaklaşımına bağlı olarak, 2000’li yıllardan itibaren, dış ve iç politikada süregelen geleneksel ulusal güvenlik yaklaşımını revize etmeye başlamıştır. Bu çalışmada, Kopenhag Okulu temelli, inşacı yaklaşımla öne sürülen güvenlikleştirme yaklaşımı analiz edilip, Türkiye dış politikasının güvenlikleştirme yaklaşımı mercek altına alınacaktır. Kopenhag Okulu iddiasının aksine klasik ulusal güvenlik yaklaşımı varlığını kaybetmezken, son yıllarda ön plana çıkan yeni dış politika söylemleri ile Türkiye için güvenlik kavramı şekil değiştirmiş ve uzun vadeli dış politika hedeflerine ulaşılabilmesi için ulusal güvenlik söylemi ön planda tutulmaya başlanmıştır. Diğer yandan, Türkiye’nin Irak konusunda güvenlik politikaları incelenirken, Kopenhag Okulu tarafından ortaya atılan teoriyte getirilen eleştiriler de göz önünde bulundurulacaktır. Bu bağlamda Türkiye – Irak ilişkileri bu çalışma için baz teşkil edecek örnek olay niteliğindedir. Türkiye’nin Irak konusunda güvenlikleştirme politikalarının başarılı olup olmadığını konusu da bu çalışmada incelenecek konular arasındadır.

When examining the foreign policy practices in the Cold War period, it is clear that traditional security approaches are in the forefront. The state-based security approach and the main objective of the conservation of territorial integrity and sovereignty, while the Cold War after the end of a war environment that could influence globally between two superpowers, a transformation in the traditional security approach has occurred. Since the 1990s, concepts such as human safety, environmental safety and even planet safety have begun to appear in the literature of international relations. However, the main role of state security in the approach to security cannot be neglected again. Due to the changing approach to security globally, Turkey has since the 2000s begun to review the traditional approach to national security continuing in foreign and domestic policy. In this study, the Copenhagen School-based, constructive approach to security will be analyzed and the security approach of Turkey’s foreign policy will be understood. In contrast to the claim of the Copenhagen School, the classic national security approach does not lose its existence, with the new foreign policy statements that came to the forefront in recent years, the concept of security for Turkey has changed the shape and the national security statements have begun to be held in the forefront in order to the long-term foreign policy targets. On the other hand, while examining the security policies of Turkey with regard to Iraq, the criticism of the theory argued by the Copenhagen School will also be taken into account. In this context, the relations between Turkey and Iraq are an example of the event that will be the basis for this study. The question of whether Turkey’s security policies in Iraq are successful is one of the topics that will be examined in this study.

When examining foreign practices of the Cold War era, it is clear that traditional security approaches are at the front line. While the main objective with the state-based security approach was protecting territorial integrity and sovereignty, there was a transformation in the traditional security approach after Cold War. Concepts such as human security, environmental security and even planetary security have started to take place in the international relations literature. Nevertheless, the dominant role of state security still can not be ignored. The ongoing traditional national security approach of Turkey in foreign and domestic politics has begun to be revised by changing and transforming world conditions. In this study, securitization that is based on the Copenhagen School and constructivist approach will be analyzed and the securitization approach of Turkish Foreign Policy will be analyzed. In contrast to the Copenhagen School claim, the classical national security approach does not lose its existence. New foreign policy discourse has changed in recent years with the prominent way of security for Turkey; national security discourse has begun to be prioritized in order to achieve long-term foreign policy objectives. On the other hand, analyzing Turkish security politics about Irak should be analyzed by regarding criticism of Kopenhag School, as well. In this study, Turkey – Iraq relations will be the case for this study. It will be analyzed whether Turkish security politics about Irak is succesfull or not?
