Bu makalede sınırları sürekli değişen bir dayanışmalar dizisi olarak ele alınacak halk ve onun üzerine inşa edilen siyasal tahayyüller ele alınacaktır. Devletin bu tahayyülleriyle paralel bir seyir izleyen müzik politikaları vasıtasıyla bu tahayyülleri anlamak, bu makalenin temel amacını oluşturmaktadır. Osmanlı’dan Cumhuriyet’e halkın değişen müziksel temsilleri, bizzat “halk” olarak ele alınan toplumsal grupların değişimi bağlamında anlam kazanmaktadır. Bu açıdan halkın sınırları sürekli değişen bir dayanışmalar dizisi olarak ele alınması, müziğin değişen siyasal tahayyülünü anlamak açısından anahtar görevi taşımaktadır. Osmanlı’da sadece saray ve çevresiyle bağlantılı bir siyasal tercih olarak öne çıkan müzik, bir siyasal proje olarak ulus devlet bağlamında, toplumun geneline yayılan bir politikaya dönüştürülmüştür. İmparatorluklardan, ulus devletlerarası bir siyasal konjonktüre doğru değişen dünyada, bir meşruiyet arayışı olarak okunabilecek bu sürecin özellikle 2000’li yıllarda öne çıkan çok parçalı görünümü dikkat çekicidir. Geleneksel, modern ve post modern bir seyir olarak da okunması mümkün bu sürecin, mehterle başlayıp, klasik batı müziği ile devam eden öyküsü, günümüzün gevşek bağlarla bağlı toplumsal gerçekliği içerisinde, siyasal seçim kampanyalarında kullanılan müziklerde ete kemiğe bürünmektedir.
This article will discuss the boundaries as a series of constantly changing solidarities and the political ideas built on it. Understanding these ideas through the music policies that follow a parallel journey with the state's concepts is the main purpose of this article. The changing musical representations of the people from the Ottoman to the Republic gain meaning in the context of the change of social groups which are regarded as "people" personally. From this point of view, the view of the people’s boundaries as a series of constantly changing solidarities is a key role in understanding the changing political conception of music. In Ottoman, music, which stands out only as a political preference connected with the palace and its surroundings, has been transformed into a policy spread to the whole of society as a political project in the context of the nation’s state. In a world that is changing from empires to a political conjunction between nations, this process, which can be viewed as a quest for legitimacy, is remarkable, especially in the 2000s. The story of this process, which can also be read as a traditional, modern and post-modern journey, begins with the mechanism and continues with classical western music, in the social reality of today’s relaxed connections, the music used in the political election campaigns is wrapped into the flesh.
