Refahın önemli göstergelerinden birisi kişi başına düşen ortalama gelirdir. Günümüzde yoksulluğu veya fakirliği açıklamak için araştırmacılar tarafından en sık kullanılan yaklaşımlardan birisi gelir yaklaşımıdır. Bu yaklaşıma göre geliri veya tüketimi toplum tarafından kabul edilen asgari geçim düzeyinin altında olanlar yoksul veya fakir olarak tanımlanır. Ortodoks ekonomi düşüncesine göre yüksek büyüme oranlarının yoksulluğu azaltacağı düşünülür. Ancak, çoğu gelişmekte olan ülkede yüksek büyüme oranlarına ulaşılmasına rağmen çok yüksek yoksulluk ve eşitsizlik görülmektedir. Kalkınma hedefi olarak yalnızca büyüme hedefinin belirlenmesi yeterli bir hedef değildir. Aşağı sızdırma stratejisi ile en yoksul grupların gelirlerinin artması, yoksulluğun ve eşitsizliğin azalması on yıllarca yıl sürebilmektedir. İslam kültürü belli sınırlar içerisinde kalmak kaydıyla daha iyi bir hayatı tavsiye etmektedir. İlahi mesaja göre kazanılan mal veya servet paylaşıldıkça meşruiyetini kazanmakta ve artmaktadır. Müslümanlar için sosyal adaletin olduğu yüksek verimli ekonomiler bir amaç olmalıdır. Bu amacın kültürel bir temeli bulunmaktadır. Bu bağlamda çalışmanın sonunda Türkiye için yüksek büyüme hedefleriyle birlikte gelir dağılımını düzelten politikaların karışımını içeren bir kalkınma stratejisi önerilmektedir.

The Islamic culture recommends a better life while staying within certain limits. In this context, at the end of the study, a development strategy is proposed with a mix of policies that improve the income distribution along with the high growth targets for Turkey.
