Günümüzde yolsuzluk kamu kaynaklarının heba edilmesine yol açarak toplumların gelişmelerini engelleyen çok önemli bir sorun haline gelmiştir. Merkezi yönetimden sağladıkları desteği yerel halkın hizmetine sunan yerel yönetimlerde bu olgu çok daha fazla önem kazanmaktadır. Merkezi yönetimler yıllardır bu sorunun çözümü için çaba harcamakta ancak istenen sonuçlara ulaşamamaktadır. Bu sorunun çözülebilmesi için artık şeffaflık, hesap verebilirlik, katılım, etkinlik gibi iyi yönetişim ilkeleri çerçevesinde önceden denetim anlayışına geçilmesi gerekmektedir. Bu çalışmada söz konusu ilkelerin yolsuzlukla mücadele stratejilerini nasıl etkileyebileceği incelenecektir. Bu kapsamda denetim kuruluşlarının yeni denetim konsepti çerçevesinde yönetişim ilkelerinin uygulanmasını denetleyerek, bu alandaki mevzuat boşluklarının giderilmesiyle yolsuzlukların önlenebileceği tezi değerlendirilecektir
