Abstract:

While non-governmental organizations in the increasingly competitive and challenging environment are expected to execute the political, cultural, economic and social activities except government organizations, sometimes it is observed that they rise to the position that determine the political and economic power and even ensure their continuity sharing the power. It is possible to identify in turning to volunteer representatives of state ideology and into wards of the state after transferring the powers in officials to civil society consciously or unconsciously and excessive rapprochement of State and non-governmental organizations working for public interest
