Abstract:

In Turkey, the Conversion Programme in Health has been implemented in 2003 with the aim of providing more effective health services. This reform has been implemented in the presentation and financing of healthcare services. The reforms, on the one hand, have been aimed at facilitating access to healthcare by the public, on the other hand, to ensure cost efficiency. In this context, a number of measures have been implemented. The most important structures of the reform in the field of service offerings; the first step of healthcare services in rural health houses and shops, the transition to citizen-oriented presentation by family doctors in cities, the transition to the appointment system in hospitals and the expansion of the possibilities to benefit from private hospitals. The main stones of the reform in the financing of the service are the assembly of the health insurance system under a single roof, the implementation of the performance system since 2006 and the regulatory measures for the pharmaceutical sector. Measurable performance practices are aimed at producing services to as many people as possible with the same amount of factor (health worker) on the one hand, on the other hand, to reflect it on the remuneration. The pharmaceutical industry has been aimed at reducing the cost of therapeutic health services through regulatory practices, providing a more efficient resource management towards the transition to general health insurance and the production of health services. The applications mentioned have been effective on patients seeking service. In our study, we have been trying to measure the health care satisfaction of individuals living in Istanbul.
