Abstract:

The Constitution amendment of April 16, 2017 was jointly translated into the Turkish presidency government system. Through the change of the government system, structural and functional regulations have been made in the legislative, executive and judicial bodies. These new regulations have influenced the constitutional relations between legislative and executive bodies in different depths and dimensions. The President, the only representative of the executive body, has become an important actor in the establishment of the central administration and the appointment of top public managers with the increase and expansion of his duties and powers. The new government system has been influenced by the central administration’s chain and local governments as well. The purpose of this study, prepared using the literature scan and observation method, is to examine the changes that occur in the legislative, executive and judicial bodies of the Presidency government system and the mutual new relations of these bodies with each other and the change and transformation of the central administration in the capital organization and, finally, the new situation that occurs in the chair organization and local governments with its general lines. This study also aims to evaluate historically the different preferences of the government system implemented in Turkey and the reasons for the transfer of the presidency to the government system. In this study in which the quality research method is applied, the information on the topics above is presented with an original and interpretative perspective.
