Osmanlı Devleti’nde 19. yüzyıldan önce sağlık hizmetleri vakıflar aracılığıyla verilmekteydi. Sağlık hizmeti veren kuruluşlar genel olarak bîmâristan ve dârüşşifâ olarak adlandırılmışlardı. Bîmâristan ve dârüşşifâ vakıfları padişahlar, saltanat üyeleri başta olmak üzere devlet adamları ile zenginler tarafından kurulmuşlardı. Osmanlı idaresindeki Trablusşam’da sağlık hizmet veren Bîmâristan, Memlûklar zamanında kurulmuş olup İzzi ve Bedrî isimleri ile anılmaktaydılar. Osmanlı Devleti, Trablus’u ele geçirdikten sonra İzzi ve Bedrî Bîmâristan vakıflarını kayıt altına alarak bunların varlığını korudu. Ancak 16. yüzyılın ikinci yarısında zamanla bu iki vakfın hizmetlerinin aksaması ve mali durumlarının kötüleşmesi neticesinde devlet bunları birleştirerek tek bir vakıf haline dönüştürdü. Bu düzenleme ile Trablusşam’daki Dârüşşifâ (Bîmâristan) Vakfı 19. yüzyılın sonuna kadar varlığını sürdürebildi. Bu çalışmada, Trablusşam Dârüşşifâ (Bîmâristan) Vakfı’nın 1845-1880 tarihleri arasında gelir ve giderlerinin tür ve sayıları ile vakıfta çalışan görevlilerinin unvan ve ücretleri hakkında bilgi verilmiştir. Yine bu araştırma neticesinde, Osmanlı Devleti’nin son dönemlerinde Trablusşam Dârüşşifâ (Bîmâristan) Vakfı’nın ekonomik yapısının analizi yapılarak, verdikleri hizmetlerde zaman içerisinde geçirmiş oldukları sosyal ve iktisadi değişimler ortaya çıkarılmıştır.
In the Ottoman state, before the 19th century, health services were provided through the foundations. The healthcare providers were generally referred to as BIMERISTAN and DREASCHIFA. The Buddhist and the Dresden foundations were founded by the rulers, the rulers and the righteous, primarily by the state men and the righteous. They were founded in the Temple of the Holy Spirit, in the Temple of the Holy Spirit, in the Temple of the Holy Spirit, in the Temple of the Holy Spirit, in the Temple of the Holy Spirit. The Ottoman State, after capturing Trablus, registered the Izzi and Bedrî Bîmâristan foundations and preserved their existence. But in the second half of the 16th century, as the services of these two foundations were broken and the financial situation worsened, the state joined them and converted them into a single foundation. With this arrangement, the Dârüşşifâ (Bîmâristan) Foundation in Trablusşam could continue to exist until the end of the 19th century. In this study, Trablusşam Dârüşşifâ (Bîmâristan) Foundation comes between the dates of 1845-1880 and has been given information about the type and number of expenditure and the title and wages of employees working in the foundation. Again, as a result of this research, the analysis of the economic structure of the Trablusşam Dârüşşifâ (Bîmâristan) Foundation in the last period of the Ottoman State has revealed the social and economic changes they have spent in time in the services they provide.
