Abstract:

Countries in the World and Turkey are affected by the migration wave due to international crises and wars. It is seen that immigrants are 'spatial concentration ' in the urban areas. Local governments, which are important actors besides central governments, create essential tasks and processes that lead to urban policy implementations. In this study, the data analysis of the 2021 annual reports of the municipalities of Reyhanlı, Dörtyol, Erzin, and Hassa, selected with purposeful sampling in Hatay, one of the border cities affected by the Syrian international migration wave, with the qualitative method document review and MAXQDA content analysis method program, conceptual coding with 13 themes created from the literature. By using the method, 343 code lists were created. There have been opinions that local governments are important actors in the migration management process, that they should cooperate in the context of legislative regulation, lack of resources and data management, and that they should have short, medium, and long-term plans and programs in policy-making processes. It has been observed that the selected four district municipalities manage the processes and do different practices. In the context of the migration management process, the place of local governments is to increase resources, cooperate, and be effective in solving problems in the financial, bureaucratic, and political fields in solving problems.
