Dünya nüfusunun önemli bir kısmı engellilerden oluşmaktadır. Engelliliğe neden olan faktörlerin her geçen gün arttığı ve yaygınlaştığı, bu durumun ise mevcut tabloyu daha da olumsuz hale getirdiği görülmektedir. Engelliliğe yönelik önleyici ve düzeltici tedbirlerin henüz arzu edilen düzeye ulaşmadığı bilinen bir gerçektir. Bu alanda bilgi, veri/ölçüm yetersizliği en önemli sorunlardandır. Engellilerin hayata tutunmaları ve başarı elde etmeleri güçlendirilmeleri ile doğrudan ilgilidir. Bu nedenle, en etkili güçlendirme araçlarından olan kişisel ve mesleki eğitimler oldukça önemlidir. Rehabilitasyon hizmetleri de bu sürecin önemli bir parçasıdır. Maddi ve manevi (psiko-sosyal) destekler sağlandığı, yetkinliği ve engeline uygun iş ve ortamlarda çalıştırıldığı takdirde, engelli bireylerin verimlilik açısından diğerlerinden farkı olmadığı görülmektedir. Son yıllarda engellilerin güçlendirilmesi, rehabilitasyonu ve işgücü piyasasına kazandırılmaları konusunda yerel yönetimlerin önemli işlevler üstlendiği görülmektedir. Bu çalışmada, ülkemizde engellilerin çalışma hayatına kazandırılmasına yönelik düzenlemeler kapsamında ilgili kurum/kuruluşlarca yürütülen mesleki eğitim ve istihdam faaliyetleri incelendi ve en büyük yerel yönetim birimi olan İBB’nin bu alandaki faaliyetleri değerlendirildi. Çalışma sonucunda; başta büyükşehir belediyeleri olmak üzere, yerel yönetimlerin engellilerin hayata tutunmaları ve istihdamı konusunda etkin ve verimli hizmetler sunabilecekleri, merkezi yönetimin de bu hususta yerel yönetimleri desteklemesi gerektiği belirlendi.
A significant portion of the world’s population consists of disabled people. It is seen that the factors that cause disability increase and become widespread day by day, and this situation makes the current picture even more negative. It is a known fact that preventive and corrective measures for disability have not yet reached the desired level. Lack of information, data / measurement is one of the most important problems. It is directly related to the retention of people with disabilities and their success and empowerment. Therefore, personal and vocational training, which are one of the most important strengthening tools, are very important. Rehabilitation services are also an important part of this process. It is seen that individuals with disabilities are no different from each other in terms of productivity if they are provided with material and moral (psycho-social) support and are employed in jobs and environments appropriate to their competence and disability. In recent years, it has been seen that local governments have played important roles in empowerment, rehabilitation and recruitment of people with disabilities. In this study, the vocational education and employment activities carried out by the related institutions / organizations within the scope of the regulations aimed at bringing disabled people into working life in our country were examined and the activities of IMM, the largest local government unit, in this field were evaluated. As a result of the study; it was determined that local administrations, especially metropolitan municipalities, could provide effective and efficient services for the holding and employment of people with disabilities, and the central government should support local governments in this regard.
