Abstract:

This study is made available to emerging democracies to develop a different perspective instead of exclusive classification made in the elite theory which is used as a method to explain the political system. Exclusive expression which used to meet the person or people having the effect is also assume a very different exclusive variety in itself that play important roles in social activities, basic social values, representing bearing or created, which can exhibit high performance in tasks requiring functional expertise, containing social resources in the hands of social decisions directly into the field, receiving can affect the indirect way, only the rest of society not only take decisions as well the determining role to play in this process, on the masses rational, legal or charismatic authority/expression. The theories that based on the western social sciences as the origin makes outstanding classification the move from the western socio-cultural structure. Whereas, it is needed very different non-exclusive classification for understanding of the political system on developing non-Western democracy. In this context, Legal elite-status classification ruling to be made will provide a great convenience for outstanding efforts in this figure. While politicians who achieved power through democratic means express, legal elits, other actors express status elites.
