Enerji güvenliği, genel anlamıyla bir ülkenin enerjiye kesintisiz, istikrarlı ve ekonomik yoldan erişimini içermektedir. Esasen talep güvenliğini de içeren bir kavram olmasına rağmen enerjiye erişimde herhangi bir sorun bulunmamasına karşılık geldiği için enerji güvenliği denildiğinde gerek alanyazında gerek medyada bir ülkenin arz güvenliği anlaşılmaktadır. Elektrik enerjisi de enerji güvenliği kavram ve pratiğinin bir bileşenidir. Elektrik enerjisi, temel bir girdi olması sebebiyle günümüz modern yaşamının hangi sektör / hizmet alanı olursa olsun ikame edilemez kaynağıdır. Bu anlamda elektrik arzı, tüm ülkeler açısından temel bir hizmet ve güvenlik konusudur. Elektriğin arzında ise ülkelerin farklı piyasa yapılarına sahip olduğu görülmektedir. Türkiye özelinde değerlendirildiğinde ise elektrik üretim (%80’ler düzeyinde) ve dağıtımındaki (tümü) özel sektör ağırlıklı piyasanın tüketiciler bazında çeşitli olumsuzluklara yol açtığı görülmektedir. Dünyada artan enerji fiyatları özel kesimin kâr hedefleriyle bütünleşince tüketiciler hangi ülke için olursa olsun elektriğe daha yüksek fiyatlardan erişmektedir. Yüksek elektrik fiyatları ilişkili olduğu tüm sektörlere etki etmekte ve enflasyona yol açabilmektedir. Türkiye’de dağıtım sistemi kullanıcıları mesken, ticarethane, sanayi, tarımsal sulama ve aydınlatma gruplarından oluşmaktadır. Bu çalışmada Türkiye’nin elektrik tarihçesi, kurulu güç gelişimi ve sektörde piyasa uygulamaları ele alınmakta ve özel sektör ağırlıklı piyasanın elektriğe erişimde tüketicilere fiyat bazında nasıl yansıdığı tartışılmaktadır.
Energy security in general involves a country’s continuous, stable and economic way of access to energy. Although it is essentially a concept that also includes demand security, it is important to note that there is no problem in access to energy when it is called energy security, it is necessary to understand the supply security of a country in the media. Electricity is also a component of the concept and practice of energy security. Electricity is an inhabitable source of today’s modern life, regardless of which sector/service area it is, because it is a basic entry. In this sense, the supply of electricity is a key issue for service and security for all countries. In terms of electricity supply, the countries have different market structures. When assessed in particular in Turkey, it appears that electricity production (80% level) and distribution (all) private sector mainly markets lead to a variety of negative effects on the basis of consumers. When the world’s increasing energy prices are integrated with the private sector’s profit targets, consumers have access to electricity at higher prices, regardless of which country it is. High electricity prices affect all sectors that are related and can lead to inflation. In Turkey, the distribution system users consist of housing, commercial, industrial, agricultural irrigation and lighting groups. In this study, the history of electricity in Turkey, the established power development and the market applications in the sector are discussed and the private sector focused on how the market reflects consumers in the price basis in access to electricity.

Although it is essentially a concept that includes demand security, there are no problems in accessing energy, because it corresponds to energy security, both in the literature and in the media, a country's supply security is understood when it is called energy security. Electrical energy is also a component of energy security concepts and practice. Since electrical energy is a basic input, it is an irreplaceable source of modern life, no matter what sector / service area it is. In this sense, electricity supply is a fundamental service and security issue for all countries. It is seen that countries have different market structures in the supply of electricity. When evaluated in Turkey, it is seen that the private sector-dominated market in electricity generation (at the level of 80%) and distribution (in all) has led to various negatives on the basis of consumers. When increasing energy prices in the world are integrated with the profit targets of the private sector, consumers access electricity at higher prices no matter which country they are for. High electricity prices affect all related sectors and can lead to inflation. Distribution system users in Turkey consist of residential, commercial, industrial, agricultural irrigation and lighting groups. In this study, the electricity history of Turkey, installed power development and market practices in the sector are addressed and it is discussed how the private sector-dominated market is reflected on the price basis of consumers in accessing electricity.
